Illinois to lose congressional seat based on 2020 census By Tim Kirsininkas

SPRINGFIELD – The U.S. Census Bureau announced Monday Illinois will lose a seat in Congress based on the results of the 2020 census. Illinois will move from 18 to 17 seats in the U.S. House, an expected result after some advocates had warned that an undercount could lead to the loss of two seats. The state has lost at least one congressional representative in eight of the last 9 decades after peaking at 27 seats in 1910 and remaining there until the 1940 census. Six other states will also lose a seat, including California, Michigan, Ohio, West Virginia, Pennsylvania and New York. Illinois, Mississippi and West Virginia are the only three states to lose population over the past decade, Census Bureau officials said Monday. It’s the first time the Census Bureau logged a decade-overdecade population loss in the state. According to data released Monday, the state has a total population of just over 12.8 million people, a drop of 0.1 percent when compared to 2010. While the population loss was not as pronounced as some had originally anticipated, Gov. JB Pritzker said in an unrelated news conference Monday that he was “concerned” about outmigration in the state, which he said has been taking place “for more than a decade.” “We’ve got to turn that around,” Pritzker said. “That’s something that unfortunately before I became governor was a bit set in clay, if not stone. And now, we’re working very hard to make sure we’re going the

right direction.” Pritzker attributed the population loss primarily to college students who choose not to attend school in the state. Under the state constitution, members of the General Assembly are tasked with drawing new legislative boundaries following the decennial census. The new legislative boundaries are then sent to the governor for approval or veto. Census Bureau officials said that specific data used for redistricting would be provided by Sept. 30. The delay in official numbers could cause complications for Illinois’ redistricting process, which is currently underway. Some Democratic state lawmakers have proposed using data from the American Community Survey in place of census data to create legislative and congressional district maps by the end of June as required by the constitution. Rep. Tim Butler, a Springfield Republican who is the minority spokesperson on the House Redistricting Committee, said in a Monday news conference that ACS data provides “a small snapshot” of population data when compared to the census, and could risk leaving populations out of consideration. “We’ve heard witness after witness testify at our redistricting hearings that ACS data does not fully represent minority communities, that it does not fully represent rural communities,” Butler said. “As we’ve said all along throughout these hearings, ACS data is not what you need to use to draw the maps because it’s not going to give you the granular data and the correct data,” he added. Republicans have repeatedly called for

an independent, nonpartisan commission to draw new legislative boundaries without taking partisan politics into consideration, a proposal which has not been entertained by members of the state’s Democratic supermajorities in either chamber. “The maps need to be drawn, in my mind, without the political data put in them,” Butler said. “The most important data for the majority is going to be the political data and people’s home addresses that they include in there, and they’re going to draw the maps how they see fit probably.” Sen. Omar Aquino, D-Chicago, who chairs the Senate Redistricting Committee, and Sen. Elgie Sims, D-Chicago, who is the committee’s vice chair, released a joint statement following the news. “We are reviewing the information released today by the U.S. Census Bureau and remain committed to working with our partners in Washington to ensure Illinois continues to receive the federal resources and support our communities need,” the statement reads. “While the Census Bureau confirmed full redistricting information may not be released until September, we will not abandon our duty to craft a map by June 30 as required by the Illinois Constitution. A free guided walking tour along Klehm’s paved walking path will also take place during this year’s Arbor Day Celebration.

The tour, which will begin at 10 AM and leave from Klehm’s Visitors Center, will teach participants about trees and Klehm Arboretum’s unique history beginning as a tree nursery. Participants are asked to bring a mask for indoor use, and for use outdoors when physical distancing is not possible. Space is limited, so pre-registration is required. After sad Mother’s Day 2020, vaccines offer sweet reunions By Leanne Italie Associated Press

NEW YORK (AP) — When Leland Stein heads to his 93-year-old mother’s senior living facility for Mother’s Day, he’ll have flowers in hand, a bottle of bubbly and a year’s worth of hugs. “I miss Leland’s visits very much,” said Sondra Green, a retired Vassar College drama professor who counts Meryl Streep among her former students. “I’m just very grateful for his presence.” Many moms, grandmothers and their offspring around the U.S. will be equally thrilled. They were forced to hold off on the physical joys of Mother’s Day last year amid pandemic fears and restrictions. This time around, vaccinations and abiding by post-shot waiting periods have brought more security and comfort to bring on the hugs and kisses for sweet in-person — and indoor — reunions. Of course, not everyone will feel that joy. There are those mourning for mothers lost to COVID-19, and others who are refraining from socializing in person until they, too, can get vaccinated. During the pandemic, the 64-year-old Stein and his elegant mom have met just once, about six months ago outside of her Brookdale Senior Living location in downtown Manhattan. He couldn’t keep away, particularly since Green lost her husband just months before the pandemic took hold, but it was a long trip from his home in Arlington, Massachusetts, for a brief visit on the lawn. Green’s three other sons live in the West, too far to make a Mother’s Day trip. Stein, too, has been feeling the separation and the sting of isolation. At the start of the pandemic in mid-March 2020, the performance space he manages, the Regent Theatre in Arlington, was shut down as the world headed into emergency mode. “It was Friday the 13th,” he recalled. “We had a sold-out show at the theater and the rug was pulled out from under us. I had just lost a relationship, so I lost my relationship, my community, my family. That was a lot to deal with and I have to say, having my mom still around was very helpful. My mom was cool, calm and collected.” Raising four boys, Green joked, “you have to stay calm.” Heather Krug, 49, in Los Angeles hasn’t seen her extrovert of a mother, Brenda Krug, in a year and a half. Brenda, too, lives in a senior living community, on the other side of the country in the Long Island hamlet of Woodbury, New York. “She’s been pretty much without family throughout this,” said Krug, who has a

sister in the Boston area. “I knew as soon as I was able to get the vaccine I would feel more comfortable about flying but also that I wouldn’t be bringing COVID to her or anybody in her community. It’s been pretty tough.” The two will mark Mother’s Day and the 81-year-old Brenda’s June birthday at the same time. And, bonus, Heather will meet Brenda’s boyfriend for the first time after Heather’s dad died a couple years ago. “They met during COVID, which is a good thing because it’s kept her spirits up. It’s the first person she’s dated since my father passed,” Heather said. “I’m sure she has a list of things she needs me to do. One is get her on Zoom because that’s been an issue, but she’s handling everything much better than me.” Heather’s sister managed a two-hour rendezvous with their mom over the summer for a restaurant meal outdoors, but she has also kept her distance to be safe. A high school friend of Heather’s on Long Island assisted Brenda, who still works as an interior designer, when she came down with COVID-19 in the chaotic early days of the pandemic. Brenda, who is also missing her recently departed dog, was excited for her up-close Mother’s Day. “I only saw my girls and grandchildren on FaceTime. It’s not the same, you know,” she said. “We’re definitely a hugging kind of family.” Maricela Waugh, a 30-something relationship consultant in Los Angeles known professionally as Spicy Mari, has a huge Mother’s Day surprise for her mom, Marta. Marta, who has been on the job in San Diego as an essential worker for FedEx throughout the pandemic, has wanted a grandchild for years. She’s about to get her wish. Waugh is pregnant. “She’s going to be flabbergasted,” said Waugh, the oldest of three siblings and the first to be expanding her family. “It’s the ultimate gift,” Waugh said. “We’re extremely close. I tell my mother everything and it’s been really hard because I don’t really know what to do. I’ve been asking her a lot of hypothetical questions like, ‘When did you start getting stretchmarks?’” The two haven’t seen each other since April last year, when they got together for a quick meal out. “We’ve done a few FaceTimes and only from the chest up as this baby bump has grown. But she’s been like, oh you must be gaining the quarantine 15,” Waugh said. One thing’s for certain, she said: “I know

she’s going to cry. My mom is such a crier.” Mari, who has chosen not to get vaccinated during her pregnancy, plans a brunch outdoors at a Malibu restaurant with mom and other vaccinated loved ones to announce her son’s upcoming arrival. “I’ve missed everyone so I’m super excited to bring everyone together for Mother’s Day,” she said. For months, the pandemic kept Janice Shear, 67, from her 41-year-old daughter, Meredith, who has Down syndrome and lives just 15 miles away in a group home run by the nonprofit AHRC Nassau in Rockville Centre, New York. Meredith’s 40th birthday party, with more than 100 guests, was canceled in March last year and the home barred visitors, while Janice’s senior living community asked residents to isolate. Janice would make drive-by visits in the car and wave, rather than their usual twice-a-week visits and weekends home for Meredith pre-pandemic. Last July, restrictions loosened slightly and they managed regular meetups. Now, both are vaccinated, along with other family members. They plan a Mother’s Day barbecue at the nearby home of Meredith’s sister and her family. “Last year it was sad. Meredith was my first child. She made me a mother, and pulling up in my car and just seeing her on the front step and then driving away, it was hard,” Janice said. Mother’s Day came early for Vanessa Gordon, a Sag Harbor, New York, mom of a 3-year-old son and 7-year-old daughter. Gordon, 32, and her husband have been vaccinated, along with her 87-year-old grandmother and an aunt. She hadn’t seen her grandmother in three years, so decided on a trip to The Villages, near Orlando, Florida, to combine her husband’s birthday, Mother’s Day and Easter on March 28. Gordon sees her mother regularly; she wasn’t fully vaccinated and didn’t make the trip. The group dined out at a country club and caught up with some old friends, all of whom had been vaccinated. They visited Disney World, organized Easter baskets for the kids, baked a birthday cake and cooked meals together. “I was thrilled,” Gordon said. “It was wonderful. When you don’t see somebody for such a long time, it’s almost as if time never went by. That three years, in a way, disappeared.”

CDC says many Americans can now go outside without a mask BY MIKE STOBBE ASSOCIATED PRESS

NEW YORK (AP) – The Centers for Disease Control and Prevention eased its guidelines Tuesday on the wearing of masks outdoors, saying fully vaccinated Americans don’t need to cover their faces anymore unless they are in a big crowd of strangers. And those who are unvaccinated can go outside without masks in some situations, too. The new guidance represents another carefully calibrated step on the road back to normal from the coronavirus outbreak that has killed over 570,000 people in U.S. For most of the past year, the CDC had been advising Americans to wear masks outdoors if they are within 6 feet of one another. “Today, I hope, is a day when we can take another step back to the normalcy of before,” CDC Director Dr. Rochelle Walensky said. “Over the past year, we have spent a lot of time telling Americans what you can’t do. Today, I am going to tell you some of the things you can do, if you are fully vaccinated.” The change comes as more than half of U.S. adults have gotten at least one dose of coronavirus vaccine, and more than a third have been fully vaccinated. Walensky said the decision was driven by rising vaccination numbers; declines in COVID-19 cases, hospitalizations and deaths; and research showing that less than 10% of documented instances of transmission of the virus happened outdoors. Dr. Mike Saag, an infectious disease expert at the University of Alabama at Birmingham, welcomed the change in guidance. “It’s the return of freedom,” Saag said. “It’s the return of us being able to do normal activities again. We’re not there yet, but we’re on the exit ramp. And that’s a beautiful thing.” More people need to be vaccinated, and concerns persist about variants and other possible shifts in the epidemic. But Saag said the new guidance is a sensible reward following the development and distribution of e�ective vaccines and about 140 million Americans stepping forward to get their shots. The CDC, which has been cautious in its guidance during the crisis, essentially endorsed what many Americans have already been doing over the past several

weeks. The CDC says that fully vaccinated or not, people do not have to wear masks outdoors when they walk, bike or run alone or with members of their household. They can also go maskless in small outdoor gatherings with fully vaccinated people. But from there, the CDC has di�ering guidance for people who are fully vaccinated and those who are not. Unvaccinated people – defined by the CDC as those who have yet to receive both doses of the Pfizer or Moderna vaccine or the one-shot Johnson & Johnson formula – should wear masks at outdoor gatherings that include other unvaccinated people. They also should keep using masks at outdoor restaurants. Fully vaccinated people do not need to cover up in those situations, the CDC says. However, everyone should keep wearing masks at crowded outdoor events such as concerts or sporting events, the CDC says. And the agency continues to recommend masks at indoor public places, such as hair salons, restaurants, shopping centers, gyms, museums and movie theaters, saying that is still the safer course even

for vaccinated people. “Right now it’s very hard to tease apart who is vaccinated,” Walensky explained. She said the CDC guidance should be a model for states in setting their mask-wearing requirements. Dr. Babak Javid, a physician-scientist at the University of California, San Francisco, said the new CDC guidance is sensible. “In the vast majority of outdoor scenarios, transmission risk is low,” Javid said. Javid has favored outdoor mask-wearing requirements because he believes they increase indoor mask-wearing, but he said Americans can understand the relative risks and make good decisions. He added: “I’m looking forward to maskfree existence.” “The timing is right because we now have a fair amount of data about the scenarios where transmission occurs,” said Mercedes Carnethon, a professor and vice chair of preventive medicine at Northwestern University’s Feinberg School of Medicine in Chicago. What’s more, she said, “the additional freedoms may serve as a motivator” for people to get vaccinated.

Supreme Court to take up right to carry gun for self-defense BY MARK SHERMAN ASSOCIATED PRESS

WASHINGTON (AP) — The Supreme Court agreed on Monday to hear an appeal to expand gun rights in the United States in a New York case over the right to carry a firearm in public for self-defense. The case marks the court’s first foray into gun rights since Justice Amy Coney Barrett came on board in October, making a 6-3 conservative majority. The justices said Monday that they will review a lower-court ruling that upheld New York’s restrictive gun permit law. The court’s decision to take on the case follows mass shootings in recent weeks in Indiana, Georgia, Colorado and California and comes amid congressional e�orts to tighten gun laws. President Joe Biden also has announced several executive actions to combat what he called an “epidemic and an international embarrassment” of gun violence in America. The case is especially significant during the coronavirus pandemic, said Eric Tirschwell, the legal director of

Everytown for Gun Safety, a gun control group backed by former New York Mayor Mike Bloomberg. “Gun violence has only worsened during the pandemic, and a ruling that opened the door to weakening our gun laws could make it even harder for cities and states to grapple with this public health crisis,” Tirschwell said. The court had turned down review of the issue in June, before Justice Ruth Bader Ginsburg’s death. New York is among eight states that limit who has the right to carry a weapon in public. The others are California, Delaware, Hawaii, Maryland, Massachusetts, New Jersey and Rhode Island. In the rest of the country, gun owners have little trouble legally carrying their weapons when they go out. Paul Clement, representing challengers to New York’s permit law, said the court should use the case to settle the issue once and for all. “Thus, the nation is split, with the Second Amendment alive and well in the vast middle of the nation, and those same rights disregarded near the coasts,”

Clement wrote on behalf of the New York State Rifle & Pistol Association and two New York residents. Calling on the court to reject the appeal, the state said its law promotes public safety and crime reduction and neither bans people from carrying guns nor allows everyone to do so. New York Gov. Andrew Cuomo said that gun laws have made New York the “safest big state in the country” and that the “NRA-backed case is a massive threat to that security. Imagine someone carrying a gun through Times Square, onto the subway, or to a tailgate outside of a Bills game.” Federal courts have largely upheld the permit limits. Last month, an 11-judge panel of the federal appeals court in San Francisco rejected a challenge to Hawaii’s permit regulations in an opinion written by a conservative judge, Jay Bybee. “Our review of more than 700 years of English and American legal history reveals a strong theme: government has the power to regulate arms in the public square,”

Bybee wrote in a 7-4 decision for the 9th U.S. Circuit Court of Appeals. The issue of carrying a gun for self-defense has been seen for several years as the next major step for gun rights at the Supreme Court, following decisions in 2008 and 2010 that established a nationwide right to keep a gun at home for self-defense. In June, Justice Clarence Thomas, joined by Justice Brett Kavanaugh, complained that rather than take on the constitutional issue, “the Court simply looks the other way.” But Barrett has a more expansive view of gun rights than Ginsburg. She wrote a dissent in 2019, when she was a judge on the federal appeals court in Chicago, that argued that a conviction for a nonviolent felony — in this case, mail fraud — shouldn’t automatically disqualify someone from owning a gun. She said that her colleagues in the majority were treating the Second Amendment as a “second-class right, subject to an entirely di�erent body of rules than the other Bill of Rights guarantees.”

His task for the next 100 days will be to lay out the path back to normal. When he entered office, Biden moved swiftly to overcome problems with vaccine supply and more than tripled the country’s ability to administer them. But ending the coronavirus pandemic, the central challenge of his presidency, will require more than putting shots into arms — a task now growing more difficult as demand sags — but also a robust plan to help the nation emerge from a year of isolation, disruption and confusion. 200,000 Americans in January and killed about 3,000 of them per day, the next months will be tantamount to winning the peace. Already, deaths are down to fewer than 700 per day and average daily cases are below 60,000. U.S. officials insist there is a long way to go before the country can be fully at ease, but the progress is marked. Going forward, success will mean finishing the nation’s herculean vaccination campaign — to date 43% of Americans have received at least one shot — overcoming lagging demand and communicating in clear terms what activities can be safely resumed by those who are vaccinated. Key milestones include Biden’s July Fourth pledge that Americans can safely gather with friends and family, and the start of the new school year, when the president hopes to have all schools open safely. The Centers for Disease Control and Prevention on Tuesday unveiled new guidance lessening requirements for outdoor mask-wearing, especially for vaccinated people. Biden was to speak later in the day on the state of the pandemic response. Officials said a focus in the coming weeks will be on easing restrictions for vaccinated people, both in recognition of their lower risk and to provide an incentive to get shots. “We’re excited about the progress we’ve made, and the opportunity ahead of us, and because of the vaccination program we built we’re further along than almost anyone predicted,” said White House COVID-19 coordinator Jeff Zients in a Monday interview. “It means we’re closer to returning to normal.” On Inauguration Day, the notion of COVID-19 vaccine supply eclipsing demand seemed fanciful, with only priority groups eligible for shots and an underground economy emerging for “extra doses” for everyone else. Now, shots are so plentiful in many places that the Biden administration is encouraging states and pharmacy partners to set up walk-in sites for doses without appointments. This “new phase,” as Biden’s team calls it, has been the subject of intense preparation since even before the president’s inauguration. Wary of wasting a moment, Zients and other officials drafted a mountain of emails to launch the federal bureaucracy into action to be sent in the first minutes after their government email accounts were activated. Even as more Americans get vaccinated, Zients said, the White House wasn’t letting up its urgency just yet. “I think this exact same approach that

served us well the first 100 days will serve us well for the next 100 days,” he said. One of Biden’s first actions in office was to increase the federal government’s orders for the vaccines to ensure supplies for all Americans by early summer. Now the U.S. is able to turn to sharing some of the precious supply with the world, as the White House announced Monday it would do with roughly 60 million doses of the AstraZeneca vaccine produced in the U.S. but not yet authorized for use here. At the same time, the White House was instrumental in an agreement reached with drugmaker Sanofi on Monday to help scale up production through next year of Moderna’s two-dose shot, which makes up more than 40% of doses administered in the U.S. Believing most Americans who have yet to get a shot would do so if it were easier, the White House has deployed billions of dollars toward ads encouraging shots, community programs to bring doses to the hardest to reach Americans, and tax credits to encourage employers to give their workers paid time off to get protected. “In this next phase we’ll focus on increasing accessibility, building confidence, continuing to put equity at the center of everything we do,” Zients said of the push to maximize the number of Americans vaccinated in coming months. “It’s not going to be easy, but neither was getting to 200 million shots in less than 100 days, and we did that.” To date Biden and his advisers have hewed to caution, even overcaution. Officials expressed reluctance about loosening travel guidance for vaccinated individuals not because of concerns about their risk — but because they worried unvaccinated individuals would travel with them. “The president’s been very clear that he’ll shoot straight with the American people at all times and that’s consistent with the wartime effort in his leadership,” said Zients, who echoed Biden’s call that the administration would be “leading with science and facts.” In March, Biden predicted a return to small, in-person gatherings of vaccinated people for the July Fourth holiday, and aides later clarified that he believed that would be possible without masks. To many, it was viewed as an overly conservative reflection of what much of the nation was already doing. But it also reflected the lingering unknowns about how to reboot a nation that for a year has been living in a state of partial hibernation.

“The country has gotten tired of lockdowns,” said Robert Blendon, a Harvard professor of health policy and political analysis. “I think there’s tension within the administration,” Blendon said. “Anybody tracking public mood knows that the more you could lay out a firm road map, the better people in this country will feel.” He added that while experts are telling Biden “we can’t predict it’s going to play out exactly that way,” people’s lives would be better if the administration “could lay out, by September you’ll do this, by November you’ll do this. But there are these unknowns.” It’s those variables that keep White House officials up at night — the spread of “mutant” strains of the virus, dropping demand for the vaccines and the public’s growing eagerness to return to normal. “It’s a race against time,” Mark Schlesinger, a Yale professor of health policy, said of the dash to get more people vaccinated while they still cooperate with measures meant to slow the spread of the virus and before potentially dangerous variants develop. In an awkward shift of public messaging, Biden’s next 100 days will require him to encourage many of the pre-pandemic behaviors that he’s been discouraging for the last year while at the same time monitoring for variants and pockets of infection. For the broader economy, federal relief dollars and pent-up demand will stimulate growth. But the future of key sectors of the U.S. economy that employ millions, particularly travel and hospitality, depends on how Biden manages the nation’s emergence from the pandemic. “The challenge for the Biden administration is, as they try to present a national portrait of how America is as a whole, how do they responsibly deal with that variation and bring those more laggard states and areas where vaccine hesitancy is still high and lots of vulnerable people still uncovered,” Schlesinger said. “That’s the million-dollar question.” For Biden, who was elected to bring an end to the pandemic but has a far broader legislative agenda, the politics of getting the virus response right can’t be ignored. “If the president’s able to get people back to some normal life, the relief will be unbelievable,” Blendon said. “And he’ll get enormous credit.”

Not to mention the special salad. I can’t be the only one that’s gone to another Italian restaurant and accidentally asked if they had Lino’s salad? Truly a local classic. Also their Friday night pizza, salad, and soda meal is a deal you cannot beat!

John’s

John’s has been offering a truly authentic Italian experience for years. Their sauce is so out of this world good, one gets the impression there is a Grandmother in the kitchen overseeing its preparation. It’s also proven to be a fantastic option for ordering pizza for the office because they’re open during the day. A not so popular item is the “pasta pizza” you should definitely try your next visit there too! (Thank me later.)

Nunzio’s

Nunzio’s is not the place to ask for extras, you won’t need to! They consistently pile on the toppings and aren’t at all stingy with the cheese. You’ll find yourself submissively battling with the gooey shreds when diving into this delicious pizza. They offer huge pieces of sausage, tons of pepperoni, and their jalapenos are enormous. They really do serve up a substantial pie, it’s quite filling! They also offer printable coupons and specials on their website.

Pino’s on Main

Pino’s on Main doesn’t require many frills, it’s just delicious as is with not a whole lot on it. Their sauce has a subtle tang that keeps you coming back for more. They’ve created the perfect marriage of sweet sauce, cheese, grease, and toppings with an excellent price point! Consider a change of pace and go for a chicken alfredo or shrimp pizza. You won’t have any regrets about it.

Capri

Capri offers an old world feel, and there’s something awfully special about being able to watch your pizza emerge from their historic oven that deserves its own key to the city! They have some of the tastiest sausage around and their dough is suited for crispy crust fanatics. I do wish they’d consider constructing a rooftop deck. Downtown Rockford needs it and they’re sitting on prime real estate. It would be a great way to savor the old world, while embarking into the new.

Napoli Pizza

Napoli Pizza should be voted Rockford’s most perfect companion to a cold beer! Whether it’s Monday night football or Friday night lights, their pizza pairs with brew in a special kind of way. Napoli is a family owned business and you’ll surely hear them speaking Italian in the kitchen

Staff at Lino’s cut and prepare pizza while waiting for your order. Their mouthwatering pizza is made with love and you can certainly taste that in their rich sauce. What’s behind the growth slump? Takeaways from census data By Nicholas Riccardi and Mike Schneider Associated Press

The first batch of once-every-decade data from the U.S. Census Bureau shows a United States that is growing less quickly but still seeing its population shift to the South and the West. The data released Monday was relatively basic — containing national and state-level population figures and details of how they affect states’ representation in Congress. Still, it contained some surprises and pointed to some consequential trends. Five takeaways from the new census data:

the country, in 2010. Those may sound like big numbers, but it’s actually the second slowest rate of population growth the census has ever recorded, just behind the 7.3% growth in the 1930s. That decade’s slowed growth was rooted in the Great Depression. Our past decade’s sluggish rate had similar beginnings in the long shadow of the Great Recession. The drawn-out recovery saw many young adults struggling to enter the job market, delaying marriage and starting a family. That dealt a blow to the nation’s birthrate. Then the pandemic hit last year and made matters worse. But while U.S. population growth recovered after the Great Depression, demographers are not optimistic it will pick up anytime soon. Most forecast even slower population growth in the decades to come. Americans are getting older — the median age in the U.S. is 38, up one year from 37 in 2010. Immigration had been dropping even before the pandemic effectively shut it down. And many Republicans have largely turned against the idea of immigration, legal or illegal, a new political barrier to the country adding more population quickly. “Unlike the Great Depression, it’s part of a process where we’re likely to keep having slow growth,” said William Frey, a demographer at the Brookings Institution in Washington, D.C. That has potentially grim consequences for the nation’s future. “The big demographic advantage the U.S. once enjoyed over other rich nations has evaporated,” John Lettieri, president of the Economic Innovation Group, tweeted after the census data release. “Now there are more Americans 80 and older than 2 or younger.”

THE GREAT MIGRATION CONTINUES

The U.S. population may be growing more slowly, but it continued its 80-yearlong trend of shifting to the South and the West. Florida, Montana and North Carolina each saw enough growth to add a congressional seat, while booming Texas gained two. Colorado and Oregon also gained new seats, while Michigan, New York and Pennsylvania lost seats. The snapshot tells a familiar story: Americans have moved out of the industrial Midwest and Northeast, chasing jobs, more affordable housing, growing new suburbs and vibrant cities. But, strikingly, the longtime symbol

of Americans’ search for the new and the next wasn’t part of that story. California’s growth rate wasn’t enough to retain its 53-seat delegation in the House. The nation’s most populous state lost a congressional seat for the first time in its history, a fact that is already forcing debate over whether Democrats’ control of state government is to blame.

GOOD NEWS FOR THE GOP — FOR NOW

Those population changes will be quickly translated into political shifts. The census data officially kicked off the redistricting process, in which states will redraw congressional and statehouse districts to adjust for the new headcounts. The news Monday was generally good for Republicans. They control the redistricting process in Florida, North Carolina and Texas, which account for four of the seven new seats. The two Democratic states that gain seats — Colorado and Oregon — won’t give that power to their Democratically controlled legislatures. In Oregon, Democrats have agreed to give GOP lawmakers equal say in exchange for a pledge not to hold up other legislation. And Colorado’s voters took the drawing of district lines away from state lawmakers and gave it to a nonpartisan commission. The new seats are only part of the often cutthroat redistricting fight. As soon as August, the Census Bureau is expected to release detailed information showing, down to the block, where almost every person lives. New legislative maps will be redrawn in each state to ensure equal representation. But one party can gain advantage by packing rivals into a single district, or spreading them out so that they can never win an election. Right now, the GOP controls more statehouses overall and has an edge in growing states. Republicans only need to net a handful of seats to win control of the U.S. House. “I think Republicans, when all this is done, will be in great shape to retake the House majority in 2022,” said Adam Kincaid, executive director of the National Republican Redistricting Trust, which is coordinating the GOP redistricting push. But there will be limits. Many of the new residents of those states are young and voters of color, groups that lean strongly Democratic. It may be hard for Republicans to maintain their edge for much of the decade, regardless of how they draw their lines.

TROUBLE COUNTING LATINOS?

In fact, the process was expected to go even better for the GOP. Texas had been predicted to gain three seats, Florida two and Arizona one. Those shortfalls were a shocker for demographers, and there were so few details in the data it was hard to understand what happened. One possibility is that Latinos weren’t properly counted. Latinos make up a large segment of the population in the three states that didn’t gain expected seats. Trump unsuccessfully pushed to add a citizenship question to the census, sparking allegations that he hoped to intimidate immigrants or people in the country illegally from participating in the process. The actual count started during the coronavirus pandemic when it was especially hard to reach certain populations. It may be that the gap between expected gains and actual ones is the first sign of a Hispanic undercount. But it’s too soon to tell without the more detailed data due out in the fall. “The initial results are surprising enough that once more details are released, we will be able to better determine to what extent the Latino population was fairly and accurately counted,” said Arturo Vargas, president of the National Association of Latino Elected and Appointed Officials. Thomas Saenz, president of the Mexican-American Legal Defense and Education Fund, said he wasn’t ready to “sound the alarm” about an undercount yet, noting that growth among Latinos may have helped New York avoid losing a second House seat.

A GAME OF INCHES

This census count was a tough one for New York. Growth has been slowing for years and there’s been a particular exodus of people from its upstate region north and west of New York City. But, during a Monday news conference, Census Bureau officials revealed the state was 89 people short of dodging the demographic bullet of losing a congressional seat. Congressional reapportionment is a zero-sum game, with states divvying up the 435 House seats based on population. Minnesota barely edged out New York to avoid being the last state to lose a seat. If New York had counted 89 more residents, and all other states stayed the same, the state would have kept its seat and Minnesota would have lost one. Minnesota, which had the nation’s highest self-response rate, also secured the last House seat in 2010.

Growing rhubarb BY GRANT MCCARTY CONTRIBUTOR

Rhubarb season is upon us. If you have rhubarb in your backyard, you are probably at the start or even in the middle of harvest season. This perennial plant thrives in the Midwest and produces large petioles, or leaf stalks, that are used in many dishes. As any true rhubarb-lover will tell you, the red and green stalks are eaten but the large leaves are not due to oxalic acid. If your neighbors have given you rhubarb from their harvest, you might consider that this is the year to plant one for your own family. With

proper selection and planting, rhubarb plants can last 10-15 years. In one of our webinars last week at the University of Illinois Extension o�ce, some participants shared they had a rhubarb patch of 24 years. Because rhubarb is a perennial and comes back year after year, you want to consider where you are planting it. An area that receives full sun and is well drained will be the best location. Furthermore, the soil should be neither poor quality or contain heavy clay. Rhubarb is tolerant of a wide range of soil pH. The plant, however, removes a great

amount of soil nutrients, and you should add compost and aged manure each year. Most likely one plant is su�cient for your family. You’ll find that once the plant reaches maturity that the amount of stalks you are able to harvest will be quite enough. Rhubarb varieties are distinguished by either red or green petioles (stalks). Red varieties include ‘Canada Red’, ‘Cherry Red’, ‘Crimson Red’, ‘MacDonald’, ‘Ruby’, and ‘Valentine’ while a good green variety is ‘Victoria’. There is not much di�erence in flavor between these varieties though the green variety when cooked loses it’s color and becomes more muted.

Rhubarb harvest is based on the age of the plant which dictates how many weeks you can harvest. You never harvest rhubarb from the planting year as the plant needs to spend this season developing it’s rhizome. Removing stalks in the planting year will result in poor performance of the plant for years to come. In it’s 2nd year, you can harvest 1-2 weeks. In it’s 3rd year and on, you can harvest 8-10 weeks. Ideally, you are leaving a third of that plant behind. Next week, I’ll go into more detail on growing rhubarb. They were facing community resistance to where they wanted to build new refineries in the United States and believed Federal policy

would benefit their industry. In anticipation of the subsequent fracking boom, the 2005 Energy Policy Act contained a provision known as the Halliburton Loophole which declared oil and gas waters were exempt from the Clean Water Act. In that case the industry preferred that regulations would occur at the state level. In the states where fracking occurs, many municipalities are interested in controlling it through zoning but are preventing from doing so by state regulations. Fracking consumes millions of gallons of water per well; contaminated waste water from the well is pumped into deep underground sites. Fracking has international implications as well. The fracking industry envisioned selling natural gas to international markets and established shipping facilities. This desire has led to controversy as Germany had planned to import natural gas from Russia which is less costly than importing it from US fracking wells. The Nord Stream 2 pipeline designed to ship gas to Germany was stopped close to completion as the US opposed the energy trade with Russia on national energy security grounds. While the project was temporarily halted, construction was resumed in December, 2020. It is 95% completed but remains controversial. Implications for climate change occur with fracking for and consuming natural gas. Fracking releases substantial amounts of methane which contributes to climate change. Natural gas is consumed

by compressing it into containers and decompressing it into pipelines for delivery. Leaving coal, oil and gas in the ground has been called for to prevent the envisioned environmental disaster of climate change. Demands for moving to 100% renewable energy is also part of the campaign to cut carbon emissions. An energy initiative will probably be passed in the Illinois spring legislative session. Some are promoting nuclear power as a clean energy source. With the Governor’s interest in moving the state toward a clean energy future there is likely to be support for both for the Byron and Dresden nuclear power plants as well as renewable energy sources. How the competing interests in energy policy are resolved in Illinois is eagerly awaited. On the Federal level the Biden administration has revealed plans to dramatically cut carbon emissions. Even with the growing support for energy e�ciency and renewable energy, fossil fuels remain the dominant energy source around the globe. Yet renewable sources of energy are supplying an increasing share of our nation’s electrical supply. According to the Sun Day Campaign nearly 1/4 of the total U.S generating capacity comes from renewable energy sources. Its increasing role in our electrical supply results from supportive government policies. If citizens and communities respond to the opportunities, appropriate energy policies can lead to dramatic reductions in energy consumption.
